Abstract
This thesis has evaluated the influence of a range of factors (central government legislation, fiscal allocations, local government interpretation of legislation, technocratic directives, inter/intra department relations, the attitudes of residents and the renewal officers; level of awareness, attitudes and biases) on the implementation of the Corporation of Birmingham’s urban renewal policy in Little Green. The evaluation was carried out over a year using a research method where the writer was an integral part of the implementation process.
The study found that the factors described above had varying levels of influence on policy implementation. In the case study, central government legislation and funding levels did not provide any major constraints in the renewal process and in fact facilitated the improvement aspects of the Corporation’s programme. The local authority bureaucracy did have some negative impacts on implementation but this effect was due in large part to a lack of programme purpose and managerial direction. The major influence was related to the officers’ level of awareness. The legislation was restrictive in terms of its scope since it allowed mostly for physical improvements. The thesis analyzes how the renewal process could have achieved improved results if better use had been made of available legislative, fiscal and human resources. It concludes with a set of process/ programme related changes and alternatives. The thesis has been concerned with contributing to the understanding of local level implementation.
