Abstract

This study investigates Romania's relationship with the Little Entente, exploring the interplay between agency and structure to shed light on the extent to which small states achieved outcomes in the international system. Utilising archival material, including diplomatic correspondence, diaries, memoirs, and newspaper reports, this research reconstructs Romania’s relationship with the Little Entente to demonstrate that while agents such as states, governments and political leaders can influence outcomes in the international system, they are often constrained by other agents, as well as an array of structural factors pertaining to the political and economic form of the system. The findings herein contribute to an interdisciplinary study of small state behaviour, revealing how small states both shape and are shaped by the international system within which they exist.
