The current most advanced road investment appraisal tool has comprehensively associated with the detailed pavement life-cycle models. It is believed that road safety aspects may add value to the road investment appraisal tool that considers both road asset management and road safety management.

The main objective of this research was to integrate the road safety model and road asset management model that maximise benefits to road users and stakeholders. The available road safety and road asset management models have been examined to determine their compatibility and potential integration. A road safety life-cycle model which consists of the Road Safety Degradation (RSD) model and the Countermeasure Effects (CE) model has been developed to appropriately integrate both road safety and road asset management models. The road safety life-cycle model was validated using the existing database that has been collected in 2007 for the International Road Assessment Programme (iRAP) pilot project in Malaysia provided by the Malaysian Institute of Road Safety Research (MIROS). The results from the validation procedure have shown that there is a significant relationship between pavement life-cycle models and the road safety life-cycle model.

The validated road safety life-cycle model was then used in a detailed parallel assessment of road safety and road asset performance. The evaluation procedure was carried out as a case study to investigate the performance of road network in terms of road safety and road asset management throughout the period of analysis. The case study was designed in three implementation strategies appropriate to the evaluation options available in the Road Network Evaluation Tools (RONET). The RONET was used as the automatic operation to evaluate the road asset performance in terms of roughness. However, the road safety performance was evaluated in the manual operation using Microsoft Excel (MS Excel) spreadsheet. The results of the parallel assessment have demonstrated that the integration method that was proposed is an ideal tool to integrate road safety and road asset management investment appraisal.
