Abstract

Ample recognition has been given by historians to the
dominant influence in the last century of European History of the two great forces of democracy and nationalism forces which are not even yet exhausted. There is a close parallel and an inherent connection, which has however been neglected, between their social and political ascendancy and the contemporary constitutional development of federalism.
