Abstract
The number of accidents in 2010 has become a baseline for the Indonesian government to take action in order to reduce the number of road accident casualties. Despite a slightly decreasing trend in such accidents, the number of crashes on roads remains very high; therefore, there is a
need to examine why the actions that have been developed and taken have not achieved the expected results. Correspondingly, research investigates whether institutional barriers prevent the achievement of road safety management in Indonesia. Furthermore, how road safety is
understood and implemented in Indonesia, and whether there are considerations in terms of sustainability of any road safety plan undertaken by the Indonesian government need to be investigated. Given the above reasons, the research reported in this thesis seeks to study the needs by considering four cities in Indonesia.
The empirical data has revealed that the road safety management system in Indonesia has been carried out based on the National Road Safety Master Plan (RUNK). However, the implementation has encountered several obstacles, including lack of availability of funds, weak institutional support, weak government commitment, and weak coordination. All of these problems are more related to institutional aspects.
In addition, data from interviews in different institutions can provide insightful information as to how they realize road safety in different cities, along with how the institution in top-level government, which is associated with road safety, is knowledgable in conveying the rules of road safety to local governments in order to be understood easily. Moreover, the improvement of road safety at the institutional level can be done by improving collaboration between institutions, opening good communication related to road safety program planning and implementing monitoring and evaluation continuously. Therefore, special attention from various parties is needed in order to find solutions to improve road safety in Indonesia, especially institutions that are responsible based on pillar one to pillar five, as listed in the RUNK.
