Abstract

Over the last two decades there has been significant increase in application of counter-terrorism policy globally, with corresponding increase in impact on human lives. Thus, it is important to consider the security needs of all humans. While international commitments have been made to the Women, Peace and Security agenda, beginning with United Nations Security Council Resolution 1325 in 2000, meaningful implementation of gender mainstreaming is still falling short. This project is designed with a comparative case study format to evaluate three representative institutional approaches to gender mainstreaming. The case study selection was narrowed to countering violent extremism programs, due to their definitional commitment to upholding human security principles. These programs were developed as part of the preventative pillar of many counter-terrorism strategies. However, this project argues that countering violent extremism programming lacks commitment to gender mainstreaming, due both to its application within a state security framework and to its misunderstanding of the complexity of gender. This research contributes substantively in two ways. First, it generates new knowledge on the application of gender analysis by applying Feminist Security Theory to critical terrorism studies. Second, it contributes policy recommendations by effectively evaluating countering violent extremism programming design, implementation, and evaluation practices.
