Abstract

The global financialisation of urban space has led to challenges for low-income citizens to find affordable housing. The Indonesian government has attempted to solve the housing problems but has not been able to eradicate them. Moreover, the planning approach towards informal settlement upgrading is considered fragmented.

Findings regarding the informal settlement relocation plan which violated spatial planning and flood mitigation control, raised the question of who will capitalise on this campaign of urban ecological security and whose resilience is enhanced. The thesis engages with the literature on state rescaling, how it exacerbates informality in Indonesia, where it has experienced a regime shift from centralised to decentralised governance.

The thesis contributes to the exploration of collaborative planning processes in Indonesia, and how the hierarchical processes in existence tend to make informal settlement community not to have effective voice. It also attempts to expand concepts of collaborative governance and co-production adapted to developing countries by integrating the local culture of gotong-royong on the principle of collective action. By using Jakarta as a case study and conducting semi-structured interviews and focus group discussions, the thesis aims to critically assess the role of collaborative governance in addressing the problem of informal settlements in Indonesia.
